Michele Moreau 
Director and Principal Consultant
Preventing Harm
Michele Moreau is a registered nurse and midwife with over a decade of specialist experience in clinical governance. As Clinical Governance Advisor for the Preventing Harm Initiative (PHI), she supports health and disability service providers involved in coronial investigations, serious incidents, and complaints, helping them strengthen their systems and responses.
Michele has held senior roles overseeing risk management in complex healthcare settings, including tertiary hospitals, and brings deep expertise in incident investigation, complaints handling, root cause analysis, credentialing, and clinical performance. Her work spans a broad range of care environments, having developed and implemented Clinical Governance Frameworks for disability providers, hospital, aged care, community, mental health, and foster care services.
In the disability sector, Michele has worked closely with providers to embed governance practices that are proportionate, practical, and person-centred. She regularly trains boards, managers, and frontline staff to better identify and manage clinical risk—promoting a culture of safety, transparency, and learning.
Driven by a commitment to preventing harm, Michele’s teaching is informed by real-world experience: she has witnessed the human impact of failed systems on both families and frontline workers. Her goal is to help disability services create governance structures that genuinely support safe, high-quality care for all participants.
